If your mobile signal coverage is down, make sure and enable Wi-Fi calling, you can still make and receive calls as normal. You just need to enable the feature on your mobile (android/iPhone) and have a working internet WIFI connection and your mobile phone network needs to support it.
Some mobile phone networks also support SMS via Wi-Fi calling.
To enable WIFI calling, Phone > menu (3 dots) > enable Wi-Fi calling. (Samsung phones) Some android phones have a slightly different layout Only pay monthly and sim only contracts this will work with and providing your phone & network is supported and updated.
As well as Wi-Fi calling, the other main app is WhatsApp which will support WhatsApp to WhatsApp calling and messaging etc as normal providing your internet is working.

If your electric is out, your out of luck - (however; providing your fibre connection is still up, technically you can power the eero router and Nokia ONT using a suitable power bank with the correct cables for a short amount of time, as fibre doesn't use electric itself. eero requires - 5v/3A. Nokia ONT - 12v/0.5A. If you have a UPS with the correct cables, that will work with no problem.
